Update py25-psycopg2 to pgsql v8.2 [Patch Included]

Here's a patch to the Portfile for py25-psycopg2 that changes the "81" to "82" to make it work with the latest pgsql. There's no maintainer, but maybe someone wants to land this? I needed to use it with v8.2 so I changed it locally, it worked, so now I figure someone else might want it.
