Remove an unnecessary line. configure.universal_args are *added* to configure.args.

Note: since PortIndex is no longer produced with trunk/ but with release (which is a unilateral wise decision from portmgr, r22689), this line prevented zlib from being in PortIndex and therefore release users were unable to upgrade or install any port that depended on zlib, even if zlib was already installed on their system.
